			<content:encoded><![CDATA[<p>The <a href="http://www.dol.gov/vets/goldcard/revisedgoldcard5.pdf">Gold Card</a> provides unemployed post-9/11 era veterans with the intensive and follow-up services they need to succeed in today&#8217;s job market. The Gold Card initiative is a joint effort of the Department of Labor&#8217;s Employment and Training Administration (ETA) and the Veterans&#8217; Employment and Training Service (VETS).</p>
<p><a href="http://www.dol.gov/vets/goldcard/revisedgoldcard5.pdf"><img class="alignright" title="Gold Card Image" src="http://www.dol.gov/vets/goldcard/revisedgoldcard5.jpg" alt="" width="230" height="178" /></a>An eligible veteran can present the Gold Card at his/her local <a href="http://www.dol.gov/cgi-bin/leave-dol.asp?exiturl=http://servicelocator.org&amp;exitTitle=http://servicelocator.org&amp;fedpage=no">One-Stop Career Center</a> to receive enhanced intensive services including up to six months of follow-up. The enhanced in-person services available for Gold Card holders at local <a href="http://www.dol.gov/cgi-bin/leave-dol.asp?exiturl=http://servicelocator.org&amp;exitTitle=http://servicelocator.org&amp;fedpage=no">One-Stop Career Centers</a> may include: Job readiness assessment, including interviews and testing;</p>

<li>Development of an Individual Development Plan (IDP);</li>
<li>Career guidance through group or individual counseling that helps veterans in making training and career decisions;</li>
<li>Provision of labor market, occupational, and skills transferability information that inform educational, training, and occupational decisions;</li>
<li>Referral to job banks, job portals, and job openings;</li>
<li>Referral to employers and registered apprenticeship sponsors;</li>
<li>Referral to training by WIA-funded or third party service providers;</li>
<li>and Monthly follow-up by an assigned case manager for up to six months.</li>
</ul>

<p>Democrats have three words for Republican presidential candidates who attack President Obama as weak on defense in Tuesday’s foreign policy debate: Osama Bin Laden.</p>
</div>
<div>
<p>Three of the leading military minds in the party, former NATO Commander General Wesley Clark, former Navy Secretary Richard Danzig, and retired Major General Paul Eaton, lit into the Republican field for their shifting positions and made clear that Obama’s military achievements — including the Al Qaeda leader’s death — will be fair political game in 2012.</p>

<div>
<p>“I think he is remarkably strong,” Danzig said of Obama’s national security record. “The more this election is about security issues the more advantageous that is to this president.”</p>
</div>
<div>
<p>The trio accused top Republicans of waffling on the major national security issues of the day, including the wars in Iraq and Afghanistan, the conflict in Libya, and efforts to prevent Iran from going nuclear.</p>
</div>
<div>
<p>“While President Obama has kept his promises across the globe, the leading Republicans have been all over the map, offering sound-bite critiques and shifting positions with every change in the headlines as they seek partisan advantage,” Clark said.</p>
</div>
<div>
<p>Much of his fire was focused on Romney, who authored a book, No Apology, that fiercely criticized the president’s foreign policy as weak and ineffective. He cited a 2007 quote from Romney downplaying Bin Laden’s capture in which the governor said <a href="http://abcnews.go.com/blogs/headlines/2007/04/bin-laden-battl/" target="_blank"><span style="text-decoration: underline;">“it’s not worth moving heaven and earth [and] spending billions of dollars just trying to catch one person.”</span></a></p>
</div>
<div>
<p>“But like all of us, [Romney] cheered his demise,” Clark added.</p>
</div>
<div>
<p>On Libya, they referenced Romney’s initial support for military action, his subsequent criticism that efforts to remove Qaddafi were “mission creep,” and f<a href="http://2012.talkingpointsmemo.com/2011/10/republicans-wary-crediting-obama-with-libya-victory.php" target="_blank"><span style="text-decoration: underline;">inally his praise</span></a> for the fall of the longtime dictator.</p>
</div>

<p>“If you took any six of those candidates, you might find sixteen positions on any issue,” Danzig said. “If you added Governor Romney you’d probably find forty six positions.”</p>
</div>
<div>
<p>The generals pushed back against recurring criticism that Obama was risking national security by withdrawing from Iraq, noting that the decision was up to the Iraqi government and a legally binding timetable had been negotiated under President Bush in 2008. Regarding Afghanistan, Clark said criticism of revealing a “timetable” missed the mark, since it was impossible to withdraw in practice “without the Taliban hearing about it.” On Iran, mocked Gingrich’s recent demand that the US pursue covert actions to stop Iran from acquiring a nuclear weapon “as if he invented the idea.”</p>

<p>“I have no doubt the United States and our allies are doing everything possible…because they understand how high the stakes on this are,” Clark said.</p>
</div>
<p>Obama backers have been increasingly playing up his foreign policy credentials, especially the demise of Bin Laden and Qaddafi and the end of the war in Iraq. The election is still overwhelmingly focused on the economy, but they clearly think they have a strong hand here. Don’t be surprised if national security gets plenty of focus come convention time.</p>

During Military Family Month, we celebrate the exceptional service, strength, and sacrifice of our military families, whose commitment to our Nation goes above and beyond the call of duty.</p>
<p>Just as our troops embody the courage and character that make America&#8217;s military the finest in the world, their family members embody the resilience and generosity that make our communities strong. They serve with heroism in their homes and neighborhoods while they are without the comfort of having loved ones nearby. Day after day, week after week, spouses resolutely accomplish the work of two parents, sons and daughters diligently keep up with homework and activities, and parents and grandparents patiently wait for news of their child and grandchild&#8217;s safe return. To these families, and to those whose service members never come home, we bear a debt that can never be fully repaid.</p>
<p>As Americans, we are at our best when we honor and uphold our obligations to one another and to those who have given so much to our country. Earlier this year, First Lady Michelle Obama and Dr. Jill Biden challenged all Americans to serve those who sacrifice in our name with the Joining Forces initiative. Joining Forces strives to enlist support for our men and women in uniform and our veterans not only when they are away at war, but at every stage of their lives. My Administration is dedicated to doing more for our military families by enhancing learning opportunities for our military children, championing our military spouses as they advance their careers and education, and providing better mental health counseling to heal the wounds left in war&#8217;s wake.</p>
<p>Our service members swore an oath to protect and defend, and with each step we take on this land we cherish, we remember our steadfast promise to protect the well-being of the family members they hold dear. Every act of kindness we can offer helps cultivate a culture of support for our military families, and I encourage each American to make a difference in the lives of these patriots.</p>
<p>NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 2011 as Military Family Month. I call on all Americans to honor military families through private actions and public service for the tremendous contributions they make in the support of our service members and our Nation.</p>

<p><strong>At Issue 6.</strong> we see that <strong>TRICARE Offers Free Vaccines (Including Shingles)</strong>.  Defense health officials say TRICARE now offers beneficiaries free vaccines through the retail pharmacy network. (See Issue 6 below for the details. GF)</p>
<p><strong>At Issue 7. </strong> we see that<strong> </strong><strong>Separated Vets Can Apply for Review</strong>. The Physical Disability Board of Review gives veterans who were medically separated between September 11, 2001 and December 31, 2009, a new chance to have their disability ratings reviewed – and potentially upgraded. Most eligible vets haven’t taken advantage of this opportunity. Please help spread the word. (See Issue 7 below for the details. GF)</p>

<p><strong>Issue 5. </strong><strong> </strong><strong><span style="text-decoration: underline;">Congress Returns…and They&#8217;re Looking at You!</span></strong></p>
<p>Congress will reconvene Tuesday, Sept. 6 – kicking off a three-month frenzy to find $1.2 trillion in budget cuts.</p>
<p>Under the provisions of the budget-cutting law enacted in early August, a &#8220;Super Committee&#8221; of six U.S. senators and six U.S. Representatives must come up with a proposal by November 23 to save that much over the next 10 years, and that proposal will get an &#8220;up-or-down&#8221; vote by Congress, with no amendments allowed.</p>
<p>If they don&#8217;t do that, automatic cuts will take effect – with half the cuts coming from the defense budget.</p>
<p>Everything is on the table, including troop levels, weapons, military and federal civilian retirement, COLAs, health care, commissaries, and more.</p>
<p>The time for your action is now.</p>
<p>You can either help MOAA defend the military community and the key programs that sustain long-term retention and readiness, or you can stand by while other well-funded special interests work their persuasive ways at your expense.</p>
<p>But the most powerful voice of all is constituent mail, and volume counts!</p>

<p><strong>Issue 6.</strong><strong>  <span style="text-decoration: underline;">TRICARE Offers Free Vaccines (Including Shingles)</span></strong></p>
<p>Defense officials have announced that TRICARE will now offer free vaccines – including shingles vaccine for beneficiaries age 60 and older – through their retail pharmacy network.</p>
<p>Free vaccines previously were only offered only in military hospitals and clinics.</p>

<p>TRICARE recommends calling your pharmacy in advance to ensure the vaccine is in stock and a pharmacist is available to administer it.</p>
<p>MOAA strongly applauds this outstanding initiative, which is particularly helpful to TRICARE For Life beneficiaries, who previously had to pay up to $150 out of pocket for the shingles vaccine.</p>
<p>Unfortunately, refunds can&#8217;t be provided for beneficiaries who previously paid for the vaccine before the new program was instituted.</p>

<p><strong>Issue 7.  </strong><strong><span style="text-decoration: underline;">Separated Vets Can Apply for Review</span></strong></p>
<p>The Physical Disability Board of Review (PDBR) provides veterans who were medically separated from military service between September 11, 2001 and December 31, 2009, with a new chance to have their disability ratings reviewed for fairness, consistency and accuracy.</p>
<p>Unfortunately, many who were discharged with &#8220;low-balled&#8221; disability ratings haven&#8217;t heard of the PDBR or haven&#8217;t applied for a review.</p>
<p>So far, only 2,700 have applied&#8230;a tiny fraction of the 75,000 troops medically separated during the eligibility period.</p>
<p>To be eligible, a veteran must have been medically separated between September 11, 2001 and December 31, 2009 with a combined disability rating of 20 percent or less, and must not have been found eligible for retirement.</p>
<p>Former reserve members with fewer than 20 years of active duty service and who meet the criteria listed above can also apply.</p>

Shinseki announced today that more than $2.2 billion in retroactive benefits has already been paid to approximately 89,000 Vietnam Veterans and their survivors who filed claims related to one of three new Agent Orange presumptive conditions.</p>
<p>On August 31, 2010, the Department of Veterans Affairs (VA) amended its regulations to add ischemic heart disease, hairy cell leukemia and other chronic B-cell leukemias, and Parkinson&#8217;s disease to the list of diseases presumed to be related to exposure to Agent Orange.</p>
<p>“As the President said to the American Legion yesterday, VA is committed to ensuring Veterans and their families receive the care and benefits they have earned,” said Secretary of Veterans Affairs Eric K. Shinseki. “I encourage all potentially eligible Veterans to apply as soon as possible to preserve the most favorable effective date for payments.”</p>
<p>For new claims, VA may authorize up to one year of retroactive benefits if a Veteran can show that he or she has experienced one of those conditions since the date of the regulatory change.</p>
<p>VA has reviewed, and continues to review, thousands of previously filed claims that may qualify for retroactive benefits under a long-standing court order of the U.S. District Court for the Northern District of California in Nehmer vs. U.S. Veterans Administration.</p>
<p>“VA encourages survivors of Veterans whose death may be due to one of the three diseases to file a claim for dependency and indemnity compensation,” added Under Secretary for Benefits Allison A. Hickey.</p>
<p>Secretary Shinseki’s decision to add these conditions to the list of Agent Orange presumptive conditions was based on a study by the Institute of Medicine, which indicated a positive association between exposure to certain herbicides and the subsequent development of one or more of the three conditions.</p>
<p>Potentially eligible Veterans include those who were exposed based on duty or visitation in Vietnam or on its inland waterways between January 9, 1962, and May 7, 1975; exposed along the demilitarized zone in Korea between April 1, 1968, and August 31, 1971; or exposed due to herbicide tests and storage at military bases within and outside of the United States.</p>
<p>The Agent Orange Claims Processing System website located at <a href="https://www.fasttrack.va.gov/AOFastTrack/">https://www.fasttrack.va.gov/AOFastTrack/</a> may be used to submit claims related to the three new presumptive conditions.</p>
<p>The website makes it easy to electronically file a claim and allows Veterans and their physicians to upload evidence supporting the claim. It also permits online viewing of claim status.</p>
<p>Beyond the three new presumptive disabilities, Veterans may file online at VA’s My-eBenefits web site at: <a href="https://www.ebenefits.va.gov/ebenefits-portal/">https://www.ebenefits.va.gov/ebenefits-portal/</a>ebenefits.portal. They can check the status of their claim with a premium account (confirming their identity), and use a growing number of online services.</p>
<p>Servicemembers may enroll in My-eBenefits by using their Common Access Card at anytime during their military service, or before they leave during their Transition Assistance Program briefings.</p>
<p>Veterans may also enroll through their myPay or MyHealtheVet accounts by visiting their local VA regional office or Veteran Service Organization, or by calling 1-800-827-1000.</p>

<p>Of the 50,000 women veterans living in Arizona, we hope to attract 500 to this conference.  This year we expect to register the maximum number the hotel can accommodate.    Applications must be received no later than April 1, 2011.</p>
