SB1424: National Guard; State Active Duty

Purpose

Requires officers and enlisted personnel of the Arizona National Guard, while on state active duty exceeding 30 consecutive days, to be eligible for health and accident insurance and retirement benefits.

Background

According to statute, the Adjutant General is permitted, when deemed necessary to the accomplishment of a mission of the National Guard, to call any officer or enlisted personnel to active duty in peace time to perform special and designated services.

Officers or enlisted personnel are required to receive full pay and allowances, including longevity pay, prescribed for an officer or enlisted personnel of the regular services of the same grade or rank, from funds of the state appropriated for such purposes.

There is no anticipated fiscal impact to the state General Fund associated with this measure.

Provisions

1.      Requires officers and enlisted personnel of the Arizona National Guard, while on state active duty exceeding 30 consecutive days by order of the Governor and Adjutant General, to be considered employees of Arizona and, subject to appropriation, eligible for health and accident insurance benefits, including dependents, pursuant to statute and retirement benefits pursuant to Arizona State Retirement System statutues.

2.      Makes technical and conforming changes.

3.      Becomes effective on the general effective date.
